Map librarian Anna O'Brien is one of only eight female librarians working at the Library of Congress in 1897. When she discovers an error in a report about the USS Culpepper, the ship that sank with her father and 55 other men on board, she reports it to the navy, but rather than thanking her, the higher-ups threaten to eliminate her position. Through her work in the map room, Anna attracts the notice of the young congressman from Maine, Luke Callahan. Luke is drawn to Anna and offers to help her solve the nautical mystery. Both Luke and Anna had difficult childhoods, and Luke is struggling to cope with his family's history of alcoholism while raising his teenage nephew.
